Short answer: Strippable non-woven on a primed wall often releases in sheets. Older vinyl needs scoring and a remover. Vinyl that was painted — common in older Pearland, Alvin, and Friendswood baths — takes longer and risks torn drywall face. Price follows which of those you have.
Three kinds of removal

You cannot always tell from across the room. A test patch is the honest estimate. If someone quotes a whole house from a text message that says “there’s some paper,” the number is a guess.
The process
- Protect floors and keep paste and remover off finished surfaces you are keeping.
- Test. If it strips dry and clean, do not soak the room.
- Score painted surfaces so liquid can reach the adhesive. Unscored paint is a raincoat.
- Soften and strip. Steam is a tool, not a default. Too much steam cooks the drywall face and turns a strip into a skim of the entire wall.
- Wash adhesive. Residue bleeds through new paint and rejects new paste.
- Skim torn face paper and gouges. Prime before paint or new paper.

What changes the cost
- Layers, and whether paint sealed them
- How well the original wall was primed — unprimed drywall wants to delaminate
- Height, tile edges, and paper run into a textured ceiling
- Whether you want the wall paint-ready or paper-ready. Paper-ready means a smoother, primed surface.
A small strippable accent wall can be a few hundred dollars of work in this market. A painted hall bath is not in that sentence. Treat any tighter number, offered without a look, as marketing.
After the paper is off
If you are painting, use a stain-blocking primer where residue or torn paper stained the face. If you are hanging new paper, switch to wall prep and then installation. Texture that was hiding under the vinyl is now the problem. Do not assume the wall behind 1990s paper is smooth.

Can I paint over wallpaper?
Only if it is firmly stuck, smooth, and primed with a product made for that. Lifting edges and texture will show, and future removal gets harder. Most old Pearland vinyl should come off.
Will removal damage the wall?
